PMCC International is a focused construction claims and project management consultancy, with a particular strength in the water, wastewater and environmental infrastructure sectors. We exist to help clients protect their position on complex projects — and to do so with senior expertise, structured analysis and commercial common sense.
PMCC International provides Construction Claims Consultancy and Project Management Support to Employers, Contractors, Subcontractors, Engineers, Suppliers, Claims Consultants and Law Firms working on international construction projects.
The company is headquartered in Milan, Italy, with a second office in Bucharest, Romania. From these two European hubs we serve clients across Europe, the Mediterranean basin and beyond. We operate as a lean specialist consultancy, working through a flexible international network of technical, contractual and commercial experts who can be mobilised on a project-specific basis.
This structure is deliberate. It allows PMCC International to deliver direct senior-level involvement on every engagement, scale capacity to match the complexity of the matter at hand, and offer competitive rates without the overheads of a large organisation.
The expertise behind PMCC International has been built over more than thirty years of hands-on involvement in international construction projects, with a recurring focus on the water and environmental sectors. The work has spanned every stage of the project life cycle: tendering and contract negotiation, planning and execution, contract administration, commercial and technical claims, and dispute resolution.
That experience covers water and wastewater treatment plants, pumping stations, piping and distribution networks, environmental and process facilities, and large-scale EPC and turnkey projects under FIDIC and bespoke contract forms. It is the kind of background that allows us to read a contract, a programme and a project file together, and to identify both opportunity and exposure quickly.
Construction disputes rarely turn on a single issue. They are usually a combination of technical, contractual and commercial matters that need to be analysed together — not by separate advisers operating in silos.
An understanding of construction processes, design, programming, plant operation and the realities of building water and environmental infrastructure.
Detailed knowledge of FIDIC, EPC, bespoke and standard forms — and how their notice, programme, variation and entitlement provisions actually operate in practice.
A clear-eyed view of recovery, exposure, negotiation leverage and the cost of escalation — so that the recommended course of action is always commercially justified.
PMCC International works through an international expert network of senior professionals — claims consultants, planning engineers, quantum specialists, contract managers and project management practitioners — engaged on a project-specific basis. The structure is intentionally flexible: it lets us match the right specialists to the right matter, mobilise quickly, and remain cost-efficient for our clients.
Engagements are led directly by senior PMCC International personnel. Network specialists are introduced where additional capacity, geographic coverage or specific technical expertise is required. Confidentiality, professional standards and quality control remain the responsibility of PMCC International on every engagement.
How we work →Engagements are led by senior practitioners. Clients deal directly with the people doing the analysis — not with intermediaries.
Every position we put forward is grounded in contract, programme, correspondence and contemporaneous records — not in assertion.
We tell clients what we believe is realistic, including when a claim is weak or when settlement is the more rational outcome.
Reports, claims and proposals are organised, evidenced and presentable — designed to stand up to scrutiny by the other side and by tribunals.
Comfortable with cross-border projects, multilingual teams, international standard forms and the realities of working across jurisdictions.
Disputes are sensitive. Every engagement is handled with strict confidentiality and appropriate conflict checks.
